Personal experience: How to check documents with a policeman

A police officer was running away from me. He is wearing body armor, I am in a light dress, he has a pistol in a holster, and I have the law “On Police” and cookies in my hands. "Wait, comrade sergeant!" I shouted a little comically. He looked around, dragging on a cigarette as he walked, and everything accelerated his pace. Finally, my companion Andrei Kozenko caught up with him: "Hello, could you introduce yourself and show the documents?" This is not a policeman, we were asking a policeman for documents. And the thing is that on Sunday in Moscow there was a strange action "Check documents with a policeman", which was organized by Ivan Ninenko, deputy director of the Russian branch of Transparency International.


According to the Federal Law "On Police", adopted recently and with great fanfare after "nationwide discussion", each employee of the bodies serving in a public place is required to wear a badge with a personal number so that you can identify the person who detained you, arrested you, beaten, robbed, raped and what else happens there. Just now, remember all the policemen with whom, God forbid, of course, you had to communicate recently, do they have a similar sign? Civil activists decided to track how the new law is being implemented.

The "job description" of the protesters stated that they should approach the police officer, say hello and explain that, according to federal law, they are required to have a badge. If such a sign does not appear on the employee, you must ask him to introduce himself - he will not be able to refuse such an offer, since the same law obliges the policeman to name his name, surname, position and rank at the request of any citizen. The personal data of the policeman should be recorded, and then a complaint should be sent to the prosecutor's office for violation of the law. Thus, the organizers hope to push the leadership of the Ministry of Internal Affairs to issue badges to their employees.


Our raid began on the street in 1905, near the monument to the heroes of the revolution. In a festive atmosphere, a specially trained polite police colonel introduced himself, gave his first name, last name and showed a badge. He smiled somewhat embarrassed, but on the whole held himself confidently: what can’t be done by order of the authorities. The Moscow GUVD knew about the action, so a small group of activists in the square were surrounded by a handful of police officers - all as one with badges.

“A policeman must give his details, salute. But we understand that in the end we can salute too”

Activists were divided into small groups. Mine consisted of four people, one was with a camera. Honestly, we were scared: the employees here are trained, polite, and what will happen in other areas of Moscow? Just in case, we decided to buy cookies at a nearby store in order to give them to good cops, if any.

So we were at the Kazan station with cookies. There were dozens of policemen around, in Moscow there really are a lot of them, you notice this only if you are specifically looking for it. But almost every employee at the station had a badge. Homeless people, passengers with huge bags, a bunch of fans who came to the match “Spartak” - “Anji” and screaming their chants, and the police - all with badges. Well, just an exemplary picture on the square of three stations.

But suddenly in the distance we noticed two policemen. There were no sun glare on the chest, which means they are without a sign. We once again looked at the instructions, exhaled and headed towards the violators. When we moved towards them, they moved towards the turnstiles. “They will leave,” said Andrei, and we quickened our pace.

The police were already at the turnstiles of the commuter trains when one of us shouted: "Comrade Senior Sergeant!" There was a pause in our company for a second, we were a little scared, the employee turned around.

“We are conducting a study on the implementation of the Law on Police,” I began plaintively. - By law, every employee must wear a badge with a number. To my surprise, the policeman smiled broadly and amiably.
- Hello, badges have not yet been issued to our unit.
“Then can I record your data?”

And here is a man in front of me in a blue uniform shirt, in pants with red stripes - and no one knows how he will react now. That is, we have in our hands a pamphlet signed by the president, which states that he must give his details, salute. But we understand that in the end we can give honor.

"Thank you for wearing the badge and obeying the law, eat here, please."

Nevertheless, the employee smiled, nodded encouragingly, and immediately called himself. We all recorded and parted, he went about his police affairs, we - about his, civilian. But the mood has greatly improved. Then we checked a few more employees, tried to foist cookies on someone: "Thank you for wearing the badge and obeying the law, eat it here, please." But for some reason everyone refused.

We probably talked to a dozen police officers. Someone ran away from us with the words "Here is the boss, ask" or "I am no longer working, I am already leaving." Only one thing confused: within the Garden Ring, the police were all warned, but in the sleeping areas, the situation would probably have turned out differently. To check this, we went to the Cherkizovskaya station.


“But I don’t have Moscow registration,” suddenly one of our team, Dima, said. Everyone began to recall how they were received at unauthorized rallies, and the dizziness from success on Komsomolskaya Square instantly disappeared.

At the exit from the metro station, Cherkizovskaya was deserted. We went through a small clothing market, went to the Lokomotiv stadium and not far away noticed a group of six policemen. None of them had a badge. I didn’t want to go to them: the forces were clearly not equal, plus a machine nearby stood just for people like us.

People in uniform actively discussed something and the four of us did not immediately notice.

“Hello, we are conducting a study on the implementation of the Law on Police,” I brave. The police looked at us expectantly. - Each police officer must have a badge ...
- Do you have permission to shoot? - rudely interrupted me alone. - Who are you, introduce yourself, present the documents.
“I am an ordinary person, according to the Law“ On Police, ”you should introduce yourself at the request of anyone ...” I began frantically to search for the necessary page in the brochure.
“At the request of any citizen, yes?” - the sergeant standing softly interposed.
“Show me your documents,” the evil one insisted.
- You understand, we understand that this is not your fault. We just want to record your data, and you must introduce yourself.

Several events unfolded at once at the same time: I tried to convince the most aggressive employee to introduce myself, several policemen smiled silently, meanwhile another one quietly approached from behind and grabbed Dima, who was with the camera, by the hand. He grabbed it so much.

"We don't give a damn about the Constitution, federal laws, we should listen to our superiors"

And we would also be in a bad mood for our cell, if their boss had not decided to extinguish the conflict. He asked his subordinate to release the activist's hand. We again began to repeat that we were just watching how the law was being implemented - the intensity was decreasing. And then the "law of testosterone" came on: this is when men first fight over a lady of the heart, and then you find them in the same sandbox of drunk and already reconciled. So the police suddenly wanted to make peace with us, to talk for life.

- Yes, the law is not yet written. They also told us that in the police we will begin to receive more, while the police didn’t live better than us. My salary was 15 thousand, but earlier I received 31 thousand plus the thirteenth salary, plus quarterly. And now 31 thousand, but official! And you have no allowances, and all quarterly bonuses removed. Here's how I live with such a salary?

- Yes, you understand, we are working with especially dangerous criminals. Let us, in addition to the badge, hang on the chest home address: lives here, so many children, keeps money under the bed. Do you want us to be found after these identities?

- Yes, you understand, your law ...

- Nobody will ever comply with this law of yours! But there is not only this law, we have internal decrees. And we do not care about the Constitution, federal laws, we should listen to their superiors.

Before us were no longer police officers, but ordinary people who were paid little, people in prison uniforms in which they themselves did not feel like people. Intimidated, distrustful, as we are all in difficult circumstances. But if they smile, if the weather is nice, then they can speak humanly. As a result, five out of six spoke their names, but the most stubborn refused.


The action ended, it was necessary to make complaints to the Prosecutor's Office, and we felt somehow lost. What will happen if we indicate the names of these employees from Cherkizov? And suddenly all the cones from the authorities will fly at them: they say, why did you enter into a conversation with these white puppies? Why did they call their names? In such an internal conversation, they are unlikely to be able to hide behind the law "On Police", with which we were hiding. For us, these policemen became just people, albeit in uniform. I know that the one with the beveled nose is called Peter, and the other, high, dense, is Cyril. And yet, after consulting, we decided to send complaints: in the end, neither they nor we did anything illegal. And so, it seems, a normal society acts.
